A Policy
• states what must be done,
• is an established course of action to be followed in recurring situations
• can be broad in scope, affecting the future of Girl Scouting; or can
be rules governing day-to-day operation of the Council
• is enforceable, definite, mandatory and
• should be in the best interest of Girl Scouting
Policies of a Girl Scout Council are set by the Board of Directors and must be consistent with and/or supplement the G.S.U.S.A. policies.
POLICY I - Troops must act in a manner that
shows concern for the health and welfare of each individual. Girl Scout Adults
should be positive health and safety role models. A person certified in first
aid must be present at any activities for which the Safety Wise Book requires
a First Aider.
POLICY II - Girl Scout volunteers must have training commensurate
with their job assignments within three months of beginning the job. Training
should be updated every three years or as required by the Girl Scout Council.
POLICY III - When activities take place outside of the scheduled
meeting place, involve travel, or focus on sensitive or controversial topics,
parents and guardians will be informed and will provide written consent.
POLICY IV - Troop Funds must be deposited in a bank account
in the name of Girl Scouts of Camden County NJ, Inc. - Troop # _____ with authorized
signatures of which one signature must be a council employee. AT LEAST TWO SIGNATURES
ARE REQUIRED ON EACH WRITTEN CHECK.
POLICY V - Every troop must keep an accurate record of all
monies received and monies paid out and submit an annual troop financial report.
POLICY VI - Any troop money earning project must be a valuable
program activity for girls. Written Council permission must be secured for all
troop money earning projects. A troop should be prepared to demonstrate a need
for funds beyond those generated by Council Product Sales.
POLICY VII - There shall be no alcoholic
beverages on Council owned property.
POLICY VIII - Permission must be given by Council designated
person for any trips away from the meeting place. Written permission must be
given by a designated Council staff person for any overnight trips. Troops may
not enter into contractual agreements (legal documents) or lease vehicles without
prior Council review and approval.
POLICY IX - Funds remaining in the treasury of a disbanded
troop for one full membership year will be transferred to a Council account
to be used as financial aid for girls.
POLICY X - The Girl Scouts of Camden County NJ, Inc. will determine
what groups and organizations may use/rent council owned property. The Council
reserves the right to refuse site rental to any group or organization for any
reason including, but not limited to, those organizations whose purpose is,
or appears to be, inconsistent with the mission of Girl Scouts.
